MEO Class IV Preparatory Course Description

The MEO Class-IV Preparatory Course is a mandatory, structured 1-month offline training program designed by the Directorate General of Maritime Administration (DGMA / DG Shipping) to thoroughly prepare junior engineering candidates for the MEO Class-IV Certificate of Competency (CoC) Written and Oral Examinations under STCW Regulation III/1.

Following DGMA EAC Branch Circular No. 49 of 2026, DG Shipping introduced this mandatory course to bridge the critical gap between sea service and technical examination standards. Candidates gain deep fundamental knowledge, hands-on troubleshooting concepts, and operational comprehension across marine engines, automation, electrical switchboards, auxiliary systems, naval architecture, and maritime safety regulations.

Eligibility for MEO Class IV Preparatory Course

Under Part B (Section IV) of Circular 49 of 2026, this preparatory course is MANDATORY for:

  1. First-Time Applicants: All candidates applying for MEO Class-IV Eligibility Assessment or intending to appear for MEO Class-IV written/oral exams for the first time on or after 01 January 2027.

  2. Re-appearing Candidates: Candidates who have NOT appeared for either written or oral exams for any function of MEO Class-IV in the calendar year 2026, and intend to appear on or after 01 January 2027.

  3. Educational & Sea Service Prerequisite:

    • Completion of DG-approved Pre-Sea Marine Engineering training (B.E./B.Tech Marine Engineering, GME, or DME stream).

    • Successful completion of required mandatory shipboard training of 6 month in which 4 month must be propelling time (Engine Cadet / Trainee Marine Engineer sea time documented in TAR book and CDC).

    • Valid Indian CDC, Passport, INDoS number, and DG Shipping approved Medical Fitness Certificate.

(Note: While DG Shipping E-Learning is encouraged for self-study and progress tracking, the 1-month physical classroom preparatory course at an approved MTI is legally mandatory).

Documents Required for MEO Class IV Preparatory Course

  • Valid Indian Continuous Discharge Certificate (CDC) with signed sea-time records

  • Valid Indian Passport (minimum 6 months validity)

  • INDoS ID Number

  • Pre-Sea Training Completion Certificate & Degree/Diploma Marksheets

  • Approved Training Record Book (TAR Book)

  • Mandatory Basic Safety Training (BST) & STSDSD / PSCRB Certificates
