What is OCTCO?
The OCTCO/OCTO stands for Basic Training for Oil and Chemical Tanker Cargo Operations. It is the basic tanker training that is required as part of STCW Regulation V/1-1 for seafarers who would be allotted duties with respect to cargo/cargo equipment on oil and chemical tankers.
You require OCTCO if you are to sail as a crew member on oil/chemical tankers or if you have responsibilities for cargo watching, cargo operations, or cargo equipment (officers as well as ratings as applicable to the above). OCTCO is also required in Indian waters as “Basic/Level 1” for oil/chemical tankers as a tanker CoP (DCE terminology).
OCTCO is intended to develop foundational skills in:
safety culture of tankers, risks (toxicity, flammability, contamination,basic cargo handling awareness (loading and discharging, tank cleaning basics) pollution prevention and safe working practices around tanker cargo systems It is the groundwork which you must lay before embarking and for that CHEMCO/ATCCO course is mandatory.
OCTCO/OCTO being a technical course in Delhi, at present only two institutions in Delhi conduct this course. However, the seats in Delhi institutes get filled faster, so you may not be able to get the dates of your choice either. Therefore, it’s advisable to also check for similar courses in other institutes in the Delhi NCR region.

Eligibility requirement for OCTCO/OCTO
Because OCTCO/OCTO is a “Basic” tanker course, eligibility is easier to establish:
- Minimum Qualification (Must)
You need to be a seafarer with valid INDoS and eligible to sail.
2) Basic Safety Training (Usually required)
Most institutes require you to have BST completed, as per DG Shipping admission rules followed by MTIs.
3) Medical Fitness
This is compulsory. You must be medically fit: A DG Shipping approved medical fitness certificate is a must. The vision and hearing should be to the required standard.
5) Sea Service (Not required for OCTCO)
The OCTCO course is a basic training course, and thus chemical/oil tanker sea service is not required for admission.

- INDoS number/INDoS certificate
- Valid Medical Fitness Certificate issued by a DG Shipping-approved doctor
- CDC and/or Passport (if applicable)
- BST certificates when required by the institute.
- Passport-size photographs- as required by the institute
